Spam telepone calls

Bonjour,

I received in the past few weeks telephone calls from France. According to one of these unwanted calls it concerns the sale of wine. The callers do speak a few words of dutch, but the first thing they ask is whether I speak french. They claim they don't speak English or German. When I state in dutch I want to ask the some questions (p.e. What is your name, for what firm do you work, what is the VAT-number of your firm, where are you calling from, who gave you my phone number? etc, the line is disconnected by the caller. I wisch to repeat here that I regard these calls as spam, and that I do not wish to receive these calls any longer. I hereby refer to another discussion on this site, which seems to be no longer unavailable. This discussion contained testimonies regarding the same telephone-numbers as added here: (0033)0170602404 (received today), (0033)0489101140 (29/08/2008), 00330170602407 (27/08/2008), (0033) 0489101140 (29/08/2008) and (0033) 0177456900 (22/08/2008).
What can I do about it being a Belgian citizen?
Where can I file a complaint against these people?
How do I know who these people/organisations are?
Is there a government institution in France who is occupied with dealing with this kind of unwanted calls?
